Postimperial d\u00f6vr is\u0259 \u00fcmumb\u0259\u015f\u0259ri tendensiyalar formas\u0131nda d\u0259rk olunan qloballa\u015fma anlay\u0131\u015f\u0131n\u0131 z\u0259rur\u0259t\u0259 \u00e7evirdi. D\u00fcnyada qlobal inteqrasiyan\u0131n dinamikas\u0131 s\u00fcr\u0259tl\u0259ndi v\u0259 bunun say\u0259sind\u0259, daha \u00e7ox eyni sivilizasiyaya m\u0259nsub \u00f6lk\u0259l\u0259rin, xalqlar\u0131n, m\u0259d\u0259ni, iqtisadi, siyasi birlikl\u0259r formas\u0131nda birg\u0259 f\u0259aliyy\u0259ti intensivl\u0259\u015fdi. Avrasiya regionunda MDB, Q\u0130\u018fT, T\u00dcRKSOY, GUAM kimi siyasi birlikl\u0259r yarand\u0131, Avropa \u0130ttifaq\u0131n\u0131n \u0259hat\u0259 dair\u0259si geni\u015fl\u0259ndi. Bel\u0259 dem\u0259k m\u00fcmk\u00fcns\u0259, indi biz art\u0131q ayr\u0131-ayr\u0131 d\u00f6vl\u0259tl\u0259rin milli, lokal siyasi m\u00fcnasib\u0259tl\u0259rd\u0259n ittifaq m\u00fcnasib\u0259tl\u0259rin\u0259 ke\u00e7diyi planetarla\u015fma zaman\u0131nda ya\u015fay\u0131r\u0131q. M\u0259hz, bu kontekstd\u0259 \u201cplanetin \u00fcr\u0259yi\u201d adland\u0131r\u0131lan Avrasiya regionunun, onun apar\u0131c\u0131 kontinenti olan t\u00fcrk respublikalar\u0131n\u0131n indiki v\u0259ziyy\u0259ti v\u0259 g\u0259l\u0259c\u0259yi qlobal siyas\u0259t m\u00fcst\u0259visind\u0259 maraq do\u011furan m\u0259s\u0259l\u0259l\u0259rd\u0259ndir.<br \/>\nBu anlamda Az\u0259rbaycan geopolitik bax\u0131mdan Avrasiya m\u0259kan\u0131n\u0131n \u0259sas strateji m\u00f6vqeyind\u0259 yerl\u0259\u015f\u0259n v\u0259 son ill\u0259r b\u00f6lg\u0259d\u0259 f\u0259al siyas\u0259t apararaq, b\u00f6y\u00fck tarixi u\u011furlara imza atan m\u00fcst\u0259qil t\u00fcrk respublikalar\u0131ndan biridir. Az\u0259rbaycan\u0131n i\u015f\u011fal\u00e7\u0131 Erm\u0259nistanla q\u0131rx d\u00f6rd g\u00fcnl\u00fck m\u00fcharib\u0259d\u0259 qazand\u0131\u011f\u0131 tarixi q\u0259l\u0259b\u0259, t\u0259kc\u0259 \u00f6lk\u0259mizin taleyini deyil, h\u0259m d\u0259 qlobal g\u00fccl\u0259rin regionda yaratd\u0131\u011f\u0131 siyasi atmosferi d\u0259 d\u0259yi\u015fdi.<\/p>\n<p>Bug\u00fcnl\u0259rd\u0259 Qaraba\u011fda s\u00fclh v\u0259 t\u0259hl\u00fck\u0259sizliy\u0259 n\u0259zar\u0259t m\u0259qs\u0259dil\u0259 Rusiya \u2013 T\u00fcrkiy\u0259 birg\u0259 Monitorq M\u0259rk\u0259zinin f\u0259aliyy\u0259t\u0259 ba\u015flamas\u0131 il\u0259 art\u0131q b\u00f6lg\u0259d\u0259 yeni reall\u0131qlar yarand\u0131\u011f\u0131n\u0131 s\u00f6yl\u0259y\u0259 bil\u0259rik. Bel\u0259likl\u0259, geosiyasi v\u0259ziyy\u0259t tarixi gedi\u015fat\u0131 d\u0259yi\u015fir, d\u00fcnyada Az\u0259rbaycan\u0131n m\u00f6vqeyi m\u00f6hk\u0259ml\u0259nir, Rusiya- T\u00fcrkiy\u0259 m\u00fcnasib\u0259tl\u0259ri yeni fazaya ke\u00e7ir, Az\u0259rbaycanla qar\u015f\u0131l\u0131ql\u0131 \u0259m\u0259kda\u015fl\u0131q v\u0259 birg\u0259f\u0259aliyy\u0259t \u015f\u0259raitind\u0259 m\u00fcnasib\u0259t qurmaq ist\u0259y\u0259n d\u00f6vl\u0259tl\u0259rin, (x\u00fcsuil\u0259, M\u0259rk\u0259zi Asiyan\u0131n t\u00fcrk respublikalar\u0131n\u0131n) say\u0131 art\u0131r. Az\u0259rbaycanla T\u00fcrkm\u0259nistan aras\u0131nda X\u0259z\u0259r d\u0259nizind\u0259ki \u201cDostluq\u201d yata\u011f\u0131n\u0131n birg\u0259 i\u015fl\u0259nilm\u0259sin\u0259 dair tarixi raz\u0131la\u015fma dedikl\u0259rimiz\u0259 \u0259yani s\u00fcbutdur.<br \/>\nBu situasiyada beyn\u0259lxalq g\u00fccl\u0259rin \u015e\u0259rqd\u0259 daim toqqu\u015fan maraqlar\u0131, II Qaraba\u011f m\u00fcharib\u0259si il\u0259 \u0259laq\u0259li siyasi v\u0259ziyy\u0259tin d\u0259yi\u015fm\u0259si, T\u00fcrkiy\u0259nin artan h\u0259rbi-siyasi n\u00fcfuzu Avrasiya regionunda T\u00fcrk respublikalar\u0131n\u0131 ittifaq \u015f\u0259klind\u0259 birl\u0259\u015fdir\u0259n T\u00fcrk D\u00f6vl\u0259tl\u0259ri Birliyinin yarad\u0131lmas\u0131 z\u0259rur\u0259tini yenid\u0259n g\u00fcnd\u0259m\u0259 g\u0259tirir.<br \/>\n\u00dcmumiyy\u0259tl\u0259, \u201cT\u00fcrk D\u00f6vl\u0259tl\u0259ri Birliyi\u201d ideyas\u0131 hans\u0131 m\u0259n\u0259vi-siyasi ehtiyacdan do\u011fur v\u0259 bu ideyan\u0131n daxili potensial\u0131, ger\u00e7\u0259k perspektivi n\u0259 q\u0259d\u0259rdir?<br \/>\nBu m\u0259s\u0259l\u0259l\u0259ri k\u00f6kl\u00fc v\u0259 sistemli \u015f\u0259kild\u0259 \u00a0\u00a0anlama\u011f\u0131m\u0131z \u00fc\u00e7\u00fcn az\u0259rbaycanl\u0131 mill\u0259t v\u0259kili, f\u0259ls\u0259f\u0259 doktoru Cavan\u015fir Feyziyevin \u201cT\u00fcrk D\u00f6vl\u0259tl\u0259ri Birliyi: Qlobal inteqrasiyan\u0131n Avrasiya modeli\u201d adl\u0131 kitab\u0131n\u0131 oxumaq laz\u0131md\u0131r. Konkret des\u0259k, Avrasiya co\u011frafiyas\u0131 Q\u0259rb v\u0259 \u015e\u0259rq sivilizasiyalar\u0131n\u0131n qovu\u015fdu\u011fu, \u0259ks q\u00fctbl\u0259rin birl\u0259\u015fdiyi, n\u0259h\u0259ng imperiyalar\u0131n do\u011fuldu\u011fu v\u0259 \u00f6ld\u00fcy\u00fc, d\u00fcnya superg\u00fccl\u0259ri t\u0259r\u0259find\u0259n daim par\u00e7alanmaq v\u0259 i\u015f\u011fal t\u0259hl\u00fck\u0259si ya\u015fayan, unikal geosiyasi m\u00f6vqey\u0259 malik n\u0259h\u0259ng bir \u0259razi, t\u00fcrk xalqlar\u0131n\u0131n \u0259ski \u00e7a\u011flardan ya\u015fay\u0131b yaratd\u0131\u011f\u0131 anayurdudur.
